Frank Tazelaar is a cultural entrepreneur, literary advocate, and educator based in the Netherlands, with more than two decades of experience in publishing, talent development, community building, and arts education.
He is the founder and director of WINTERTUIN (De Nieuwe Oost), a literary production house dedicated to developing emerging writers through festivals, publications, podcasts, and creative programmes. He also founded and coordinates CELA (Connecting Emerging Literary Artists), a major European literary network that brings together partners from across Europe to support writers, translators, and literary professionals.
As the founder and head teacher of the BA in Creative Writing programme at ArtEZ University of the Arts, Frank has helped mentor and inspire hundreds of aspiring writers. He is also co-owner of Hijman Ongerijmd, one of the Netherlands’ oldest independent bookstores and libraries.
As Board Chair of ZAAFI ARTS, Frank supports the organisation’s mission to foster artistic collaboration, cultural exchange, and community engagement across Ghana and West Africa. His leadership and international experience continue to strengthen ZAAFI ARTS’ vision of connecting communities through the transformative power of the arts
